Operational Overview

JCF BWC SOPs (Section 8.0) govern the entire lifecycle of the camera, from distribution to disposal. Every step must be fully documented in either the Station Diary/SRMS or the official JCF BWC Register (Form JCF/FW/PL/Ops/0009/2021/F01).

Equipment Distribution & Issuance (Sections 8.1 & 8.2)

BWCs are distributed to Divisions and Formations strictly based on availability and operational need (8.1.1), backed by a master inventory system (8.1.2).

Before handing over a device, the BWC Administrator must systematically complete the following sequence:

  • 8.2.1 Check: Verify the unit is in proper working order with a fully charged battery and calibrated date/time settings.
  • 8.2.2 Log: Make an explicit entry in the Station Diary or SRMS detailing the officer's name, nature of duty, time issued, patrol zone, serial number, battery status, and physical condition.
  • 8.2.3 Register: Log the identical particulars (date, time, serial number, member details) within the official BWC Register.
  • 8.2.4 Secure: Have the receiving member sign the designated sign-off field of the BWC Register.
💡 Section 8.2.5 Duty on Receipt: Upon taking custody of the BWC, the individual member must immediately:
(i) conduct a functional test;
 (ii) report any discovered faults to the Administrator;
(iii) audit the BWC Register entry;
(iv) sign the register; and (v) assume full responsibility for the safety and care of the device.

Activation & Field Protocols (Section 8.3)

During the tour of duty, members are required to strictly adhere to operational parameters:

  • 8.3.1 Mounting: Securely affix the BWC to work dress exactly as prescribed, ensuring an optimal, unobstructed frontal view.
  • 8.3.2 Power State: Turn on the unit and maintain it strictly in Ready-state from the absolute commencement through to the end of the shift.
  • 8.3.3 Recording: Actively record interactions between police and the public to ensure transparency and clear evidence.
  • 8.3.4 Citizen Advisory: Verbally inform citizens that they are being recorded, unless tactical or practical constraints make it impossible to do so.
  • 8.3.5 Conclusion: Keep the device active until the incident has completely concluded or when certain that no further evidentiary details remain to be captured.
⚠️ Emergencies & Deactivation Protocols:
  • Section 8.3.6 (Imminent Threat): In moments of sudden threat, officer safety takes absolute priority. Members must not jeopardize their safety to activate a BWC, but must engage recording as soon as it is safe to do so (requires a subsequent written report).
  • Section 8.3.7 (Deactivation): If a recording must be stopped during an ongoing public interaction, the member should state the reason out loud on the video before stopping it, and must submit a formal report immediately following the tour of duty.
