Policy Overview

The JCF BWC Policy (JCF/FW/PL/Ops/0009/2021) was first published under F.O. #3675 dated 2017-Nov-9, revised under F.O. #3884 dated 2021-Nov-11, and is currently in force under Force Orders No. 4070 dated 2025-06-05 (Revision #3). It is authored by the Strategic Operations Branch, PRDB, and reviewed biennially.

Purpose & Scope (Sections 2.0 & 3.0)

The policy outlines the JCF's procedures for procuring, issuing, caring for, activating, and maintaining BWCs, related equipment, and accessories, as well as the management of BWC recordings. This policy applies strictly to all sworn and unsworn members of the JCF.

The Policy Statements (Section 4.0)

It is the official policy of the JCF that:

  • 4.1 BWCs shall be used to support the management of policing operations, particularly those where members interact with the public.
  • 4.2 Management of BWCs shall be in conjunction with the Constitution of Jamaica and all relevant local laws.
  • 4.3 BWCs shall enhance transparency and safeguard the rights of JCF members and citizens.
  • 4.4 All footage is the absolute property of the JCF.
  • 4.5 Disciplinary action may be brought against members who fail, neglect, or refuse to comply.
💡 The ‘Built-in Impartial Witness’: BWC recordings are explicitly described in Section 1.0 as a tool to increase operational efficiency and reliability, engendering community trust and confidence in the actions and accounts provided by the JCF.

Activate (6.1)
Making the BWC active or operative.
Body-Worn Camera / BWC (6.2)
A wearable device that records audio and video of events in which law enforcement officers are involved whilst on duty.
Footage (6.5)
Images, videos, and audio recorded by the BWC.
Member (6.6)
All sworn and authorised personnel of the JCF.
Ready-state (6.7)
The period in which a BWC is powered on, affixed to work dress, and ready to start recording.
⚠️ Section 4.5 Enforcement Statement: Disciplinary actions may be brought against any members who fail, neglect, or refuse to use the BWC, related equipment, or accessories, or fail to manage recordings in strict accordance with this policy and established SOPs.
